What Should You Do About ACA If You Live In A Red State That Has Not Expanded Medicaid?

Currently, I pay a great deal of my below poverty level self-employment income in self-employment taxes. In fact, I pay taxes at a higher rate than a billionaire or major corporation. I get nothing in return for this, and in the state of Texas which has not expanded Medicaid I also do not qualify for any healthcare whatsoever.

I have been worried about this since I've been receiving multiple emails urging me to sign up for Affordable Healthcare or be subject to a fine. After researching and talking with a representative at the United Way, I have found out the following:

People living below the poverty level in red states that have not expanded Medicaid need to know that they do not need to do anything at this point in order to be exempt from the fine. We do need to file a tax return (even without taxable income) in order to be exempted from the fine.
 
If Texas had expanded Medicaid, the story below would be quite different.
